What does public-sector facilitation involve?
It is independent design and facilitation of sessions where mandate, accountability, and public interest constrain the decision. The facilitator is neutral, structures how evidence and competing interests enter the room, and produces a record that distinguishes what this group decided from what requires a delegated authority, a minister, or a council to approve.
How Departments Can Contract Us
We hold active supply arrangements with Public Services and Procurement Canada — ProServices and Task and Solutions Professional Services (TSPS) — so a federal department can bring us in through a route its procurement group already uses rather than building one. That is frequently the difference between a session happening this fiscal year and slipping to the next.
We have facilitated for departments across the Government of Canada, including large change initiatives that had to land across regions, and our institutional work extends to central banking leadership with the Federal Reserve. Provincial, municipal, and agency work follows the same principles with different governance routes.
Designing for Mandate and Accountability
The hardest question in a public-sector room is often not what to do, but who may decide it. Departments, agencies, and elected bodies hold different pieces of an outcome, and a session that blurs those lines produces enthusiasm followed by nothing. We establish decision rights before options are discussed, and we name explicitly what returns to a delegated authority for approval.
We also design for the reality that this work becomes public. Materials, syntheses, and decision records are written so they can be read later by someone who was not in the room — including a journalist, an auditor, or a citizen.

Can you work within our procurement process?

Do you facilitate in French?
Yes. FUSE delivers in French as well as English. For bilingual rooms we design the session and its documentation for both languages from the outset.
How do you handle politically sensitive material?
By being explicit about what the session can and cannot decide, and by writing the record so it distinguishes advice, options, and decisions. We facilitate process and do not advocate for a policy position.
Can elected officials and staff be in the same session?
Yes, when the purpose warrants it. We design distinct segments for elected and administrative participants where roles differ, rather than leaving the boundary implicit.
